Unstable release SDAPS 1.9.13

Mostly a bugfix release to deal with regressions due to the build system move.

Important changes:

• Install .ui file for GUI
• Fix compilation of LaTeX dictionaries
• Compatibility with older meson versions
• Ensure CSV files are opened with UTF-8 as encoding
• Update compatibility to newer python versions
